Hello, my most sincere apologies but I don't speak Czech and unfortunately I can understand very little of it. I hope you're doing fine and I sincerely apologize for this intrusion. My name is Claudi Balaguer (User Capsot from the Catalan Wikipedia and the Occitan Wikiccionari), I've just read your profile and I think that I have seen that you show a keen interest in cultures, languages and human rights, so I think that you understand very well what are a minorized language and culture and maybe I am not bothering you and you will help us... I'm a member of a Catalan association "Amical de la Viquipèdia" which is trying to get some recognition as a Catalan Chapter but this hasn't been approved up to that moment because Catalan has no state. Well, you know Chapters are currently thought as statal Chapters and I think that the idea of having stateless Chapters is not appreciated in certain places, so if it was bound to be this way, not just Catalan wouldn't have access to a Chapter but also all the minorized (Breton, Tibetan or Native American languages), or stateless languages (Esperanto, Romani) which in my opinion is unfair. You should have a Chapter if you possess a good organization and if your Wikipedia strives hard not just because you have a state... If you ever need more information or need something about Catalan, Occitan or anything else, just let me know I'll be glad to help the best I can.
