Řád je udělován cizincům i Rakušanům, přičemž příjemce navrhuje vláda a je udělován rakouským prezidentem. Prezident okamžikem zvolení obdrží velkohvězdu tohoto řádu. Řád má 12 tříd a tři připojené medaile.
