Прямоугольное двухстороннее полотнище зелёного цвета с отношением ширины к длине 2:3, несущее вдоль нижнего края голубую полосу размером 1/2 ширины полотнища; посередине полотнища — сближенные фигуры двух плывущих навстречу друг другу с поднятыми крыльями белых (с чёрными и серыми контурами) желтоклювых лебедей. Фигуры лебедей равноудалены от верхнего и нижнего краёв полотнища на расстояние, равное 1/10 его ширины.
