“ Флаг Клинцовского района представляет собой прямоугольное полотнище красного, белого, голубого цветов с соотношением сторон 1: 0,5.

На голубой части полотнища, олицетворяющей собой мирное чистое небо, расположен золотой колос, символизирующий ратный подвиг тружеников села. Белый цвет – символ благородства и чистоты помыслов людей земли Клинцовской. Красный цвет – цвет мужества, стойкости, силы духа многих поколений.
