Флаг Каргатского района представляет собой прямоугольное полотнище, диагонально разделённое равновеликими чёрной и белой полосами, проходящими из правого, верхнего угла в левый, нижний угол и занимающих 1/26 ширины флага соответственно, на две половины: верхнюю — жёлтого цвета с изображением трёх зелёных листьев смородины, расходящимися вверх и в стороны и внизу соединёнными с гроздью из 11 чёрных ягод на зелёном стебле и нижнюю — зелёного цвета с изображением двух белых стрел, поставленных вертикально. Левая из стрел обращена остриём вверх, правая стрела обращена остриём вниз.

Внизу полотнища разделено двумя волнообразными горизонтальными полосами белого цвета, занимающая 1/26 ширины флага и синего цвета, занимающая 1/7 ширины флага. Отношение ширины флага к его длине 2:3.
